You do make some good points, but is important to remember that this event is not limited to an easily quarantined area, this is world wide. I don't believe that the CDC has anywhere near enough manpower to ensure the quarantine and destruction of the masses of dead bodies in every city in the U.S. (I might be wrong, I have no idea how many people the CDC employs), not to mention that a good percentage of the people who would be collecting and destroying the dead have likely fallen victim to the Wave themselves (IMO, the CDC would be on of the first groups to be treated as a precautionary measure against future strains of disease they may come in contact with.)
Then of course, there are the third world nations that don't have anything like the CDC in place, but have had large segments of the population innoculated by the 'wonder drug' free of charge as a humanitarian gesture.
As for the toughness of zombies, I keep the A.R., but I don't bother with any damage penalties presented in the book. That works fine for me. Also, I use the Supernatural P.S. table from BTS-2 for the zombies hand to hand damage, but I don't combine that with the normal P.S. bonus to Damage.

Mass destruction of the bodies would likely not be possible. You'd have to find areas to stack them and burn them, etc, etc. When you have millions of people dying off in a matter of a few hours to a couple of days, you wouldn't be able to collect them all and dispose of them anywhere fast enough.
Unless you implement a standing plan, with complete organization and training in advance and have all local responders and health care officials, nation guard and military assisting (many of whom succumb as well) you'd be SOL. Considering the break down in everything I don't see much of that happening. If it was a single quarantine zone maybe, but considering the simultaneous outbreak around the world it would be impossible to limit it or do limited fuel air or nuclear strikes to 'cauterize' the outbreak. You'd have to strike thousands of cities and towns around the world over a period of just a few hours.
