NPC Generator?

I know there are NPC generators for D&D. I am also pretty sure there aren't any for Rifts/Heroes/Palladium Games. Has anyone thought to try this or does anyone use a generator out there and just tweak the stats it spits out?

If so I would love to check it out.

There is a flawed Character Generator on the main site under "Cutting Room Floor" I think.
