Is there a skill in Palladium called "Fast Talk" to be able to bluff your way out of any situation?

I've never heard of them. One I would go for is Performance (Communications, found in Rifts, BtS2, PF, etc), which would definitely help.

The version that I wrote up looks like this:
Fast Talk: This is the ability possessed by the stereotypical used car salesman, carnival barker, or politician. Characters with this skill can attempt to speak at a rapid-fire pace and/or misdirect or confuse those they are speaking to. On a successful roll, those the character is speaking to are confused as to what the character just said and are likely to simply agree with what the character is asking of them or telling them, even without realizing exactly what that may be! In such a situation, the fast-talking character is +10% to such skills as Barter, Performance, Public Speaking, Interrogation Techniques, Con-Artistry, Begging, and also Law (any) for the purposes of giving a testimony, addressing a jury, etc. Likewise, the character is +5% to skills such as Gambling (any), Palming, and Pick Pockets because the victims are distracted with trying to puzzle out what the character is saying! Base Skill: (Special) The M.A. attribute x2% +3% per level of experience. Note: This skill is much less likely to work against highly intelligent individuals (-2% penalty for each point of the target’s I.Q. over 12) and those with the same skill (apply the target’s base skill as a penalty).

Invoke Trust (from an exceptional MA stat). Being able to lie convincingly is less a skill and more of an aptitude. In absence of that I have the player give me their character's spiel, consider the target's I.Q., and make a G.M.'s call.

Normally a GM would use the attribute check vs the MA %.
The only place that has any direction about how to use the MA % in in the N&S book, in the Special Katas section, in the Warrior's Spirit Kata.
However, some viewpoints see that text only relates to it's usage with the WSK.
I am of the viewpoint that the text shows how to use the MA % and the similar PB %.
