Education levels strangely limited for N&SS?

Seems like most OCC are special training, with a couple that are equivalent of 2 years of college and a few that are about high school level (worst being the Dedicated Martial Artist who's barely literate and with almost no education to speak of). This doesn't work well though when you've got skill programs that have skills that generally require Masters or Doctorate level (The Medical: Medical Doctor and Medical: Cybernetic for example) or are extremely dedicated to skills related to higher education (the Tinker Gizmoteer). The education range doesn't encompass these factors, where someone like the Tinker Gizmoteer or OCC that takes one (or both) of the Medical programs should be more in the Masters or Doctorate range and skill bonuses more reflective of this.

It's 'canon', not 'cannon'. A cannon is a big gun like on pirate ships, canon is what you mean when referring to something as being contained within one of the books such as how many dice to roll for a stat.

N&S classes reflect the types of people that are in the spy and ninja business.
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.
Reading and writing (literacy) is how people on BBS interact.

Exactly so. It's not that your Tinkerer Gizmoteer isn't able to have 4 doctorates in stuff, it's that he dosn't have the time to get that level of mastery because, umm, instead of focusing on his post-grad studies he's busy doing stuff for his spy financeers, who don't really care what his GPA is as long as they have their van with duel-mounted chainguns.

That might make sense if not for the fact that they include things like Medical Doctor or refer to how the Tinker Gizmoteer is the only Gizmoteer dedicated enough to get through college. That's more than just Special Training that's at least Bachelor's level education if not Masters or Doctorate. Someone who can select and does in fact do so the Medical program has had some serious education involved, that's an extensive field to be achieving enough education to reach the point of actually having Medical Doctor skill instead of Paramedic.
