The only thing I can see in the book that would limit it is the fact that it says human only. As far as the reason behind that I can only speculate.
Psyscape makes a few references to them being similar to Psi-Stalkers in that they feed off of PPE.
Perhaps they are a mutant human variant as well, and that was not conveyed in the text as it was with the Psi-Ghosts.
However to counter that is the fact it also references that they are trained to be Slayers instead of becoming the more common Mind Melter. Given that it does not specifically state that they are human mutants and they are trained rather than born that way I really can't see a reason not to allow other races to learn it, it would just end being another house rule.

It does also say that they are trained by "elite and secret Psi-Slayer guilds" so the racial restriction looks more like an availability of training issue than an issue of genetic/metaphysical limitation.

1) RCC's are race restricted classes. The Dogboy class is an RCC is an example of a race restricted class. (No, PB F'ed up in listing it as an OCC in RUE.)

So in that regard, their attributes are the race/RCC and the default skills are the OCC.
PB Has totally Fracked up the class labling system. This goes back to the RMB, RUE just made things worse.

Psi-Slayers are natural PPE Vampires just as Psi-Stalkers are (they have similarly minimal requirements for food and water)...and as such, really do deserve their RCC status, since they cannot of course train somebody to be a PPE Vampire.
The training in the flavor text of the RCC implies that it is the other Mind Melter-like skills this subspecies seems to possess innately which are sharpened, not that they can 'train' psychic powers into a willing participant.
It would seem as if they all (Psi-Slayers) potentially have that range of powers but won't ever be anything other than a 'feral' Psi-Slayer with only a handful of instinctive capabilities (and perhaps an ever-present hunger that regular food and drink can never satisfy) unless they are trained.
