The remaining 8 are taken off of HP. Your reading too much into it. What it's really saying is just that all SDC has to be gone before normal HP can be hit.
If you have 12, are hit with 20, then after 12, your SDC is gone, and the reamining 8 come off hit points.
It is merely an accounting note that you have to mark off all SDC before marking off HP, but both can happen in the same attack.

Well yes, but there's generally little point to say "there are exceptions in the form of abilitites that clearly say they are exceptions".
