The burst casting focus looks to similar to the new time requirements that were introduced in RUE.
I would change the effects to
Levels 1-5 the spell can be cast twice in one APM. (note: it would have to be the same spell cast twice,) [or you could call it "the same mental magical pattern" is reuses to cast the same spell a second time.]
Levels 6-10 can be cast in one APM.
Levels 11-13 can be cast in 2 APM
levels 14 and above take the full casting time. (Rationalization being that these spells are so complicated there can be no shortcuts in the spell casting.)
(note: these rules still can not be used if the PPE channeling rules, from rifter 21, are being used in the campaign.)

As to the "does Acromi double the number of shots Ballistic Fire shoots?"
I will go with "Yes it can double the number of shots fired if the the damage per shot is not doubled." (IOW, double number of shots, while the damage stays at 1d6 SD/MD per shot.)
Conversely, "If the number of shots is not doubled, the damage of each shot is doubled."
(IOW, the number of shots stays the same, while the damage is ether 2d6 SD/MD or 1d6x2 SD/MD.)
