1) In the PB system canon, there is only changing class. Not multiple classes at once. (This is just an establishing definition of multi-classing in PB statement.)
1.1) The only published/canon changing class rules are found outside of Rifts, in the High Seas book. And they only deal with changing OCC's (i.e.: they do not apply to RCC's and PCC's. And they Predate RUE so rifts OCC's that have a Racial limitation are counted as a RCC, and a rifts OCC's that are Master Psychics are counted as PCC's for the published rules.)
1.1a) The only posted/optional changing class rules are also for PF in the "Cutting Room Floor." These only deal with RCC's and OCC's.(These too Predate RUE, with the same limitations for rifts OCC's that are Master Psi's.)
1.1b) The only other changing class rules outside of PF are in the old RT books. And only deal with changing OCC's.
1.2) A good limit, taken from the RT1, is to limit the char to only be able to change their class after they reach level 3 in their current OCC.
2) In the published rules, they get all the bonuses . However, when they duplicate the higher of the two bonuses is taken.
2.2)Sort of agrees with the example, because it was "UpGrading" to a CK. If there was no significant "UpGrading" going on I would just stick with the published rules in HS.
3) The published rules do not talk about omitting any skills. Only about limitations to advancement.
3.2) I agree with the 'No 2condary skills' gained, and a limit on the OCCR skills. But cutting any of the OCC skills is changing the OCC.
4.2) I like this idea.
5) According to the published rules yes the old OCC is frozen. But It can be returned to. The down side to returning to an Old OCC is that they are permanently stuck in that OCC.
5.2) Having them not be able to go back to their old OCC would be helpful with GM paperwork. Having not to modify that section of the char sheet anymore.
6) As to the published rules, if the OCC is similar to the old OCC, say both are "Men-at-Arms" types, then there is no leveling penalty. However, if changing between differing types of OCC, say "M-@-A" to a "Magic" OCC, then the chars need x2 the normal exp. to level up to the next level.
6.7) I don't think it likely, but when changing to a "chi mage" (from mystic china): it can only be done by other "men of magic" and the leveling penalty is x3 instead of x2.
6.2) If you are making it a double the exp. to level up across the board, they can't complain too much.
other) They will need time and a teacher for them to acquire the new OCC's. So ether the game needs to skip over some time [year(s)] or the char needs to take a sabbatical from the game.
other.2) I'm not sure where I saw it, but to speed up getting a new OCC takes a learning period and an apprenticeship (Level 0) period. With to get to L1 from L0 taking the same exp. as from 0 exp. to gaining L3.

Equipment note: with the published rules for changing OCC's the "starting equipment" is not gained by the char. They only get what they had from the old OCC. If they need some necessary equipment for the new OCC, then they get to buy them from the funds they already had.

I generally try to avoid it unless an RCC that is able to get an OCC (that excludes Pure Psychic PCs in my game) Freeze them till they get to level 3 and move on, (works well for Hatchling PCs) even though they have a new OCC they have to get to level 3 again to proceed as usual. For dragon hatclings they will of course have to use their Dragon Exp Table.
