His hand to hand and W.P. staff would remain frozen at 4th level, until his priest level got up to 4th level, and then they would advance with his priest levels, per the rules as written.

Anything other than that would have to be a house rule.

There is the half-wizard OCC in the Mysteries of Magic Book 1 that is for mages who decide not to be mages anymore.

The changing OCC rules are clear, the char has to have selected the skills from their old OCC they want to contenue developing as skills in their new OCC. (i.e.: the char has to use a skill slots in the new OCC for the old skills to be able to level up the old skills after changing OCC's.) Even then the Skills are frozen till the new OCC surpasses the level of the old OCC.
