I have had success with both IRC (using dice bots) and OpenRPG.

I have to recommend OpenRPG. It works well but can get touchy. the basic functions are fine but it can start to get unstable if you try using all the bells and wistles. Still, the basic functions are all you need.
Also: don't forget Skype. If all players have headsets running OpenRPG it's fairly well like being there. everyone can chat normally on Skype as if they were at a table and then use OpenRPG to roll.
