According to the DR source material, people become zombies after they have been depleted of PPE by zombies. Technically, at the point of death, PPE doubles, and that's what the zombies are feeding upon. When a person gets "eaten" and their PPE drained by zombies, they become zombies.
I have no problem with your house rule, I'm just curious to know how you are going to deal with people becoming zombies before their PPE is drained. I'm also curious to know if you are going to modify the zombies so that it isn't PPE they feed on, but actual flesh?
