In Shadows of Light (Yeah I know the book as a whole was rather bad, but I like the Pandora Project stuff) there's the Psi-Leech P.C.C. which has a very Psi-Stalker feel to it, also the Psychotrol "failures" could literally be any of the mutant P.C.C.s, and I don't see a reason why Pandora would have started with experimenting on humans, so mutant animals coming out of their labs is not unfeasible

It might be that after the dark day there appeared a type of human that got a High from being around spilled blood. i.e. the feeding mechanism is on auto-pilot and feeds whenever there is an opportunity. And they get a bigger high when they get near a fight where the combatants are SN.
