Countries with mandatory military service
I writing a game in which the PC are defending the world from alien invasion and basically all super-human beings are pressed into service so my question of the players want to run a character from a country that has mandatory military service the player rolled a PHd and has take 3 of the skill programs and want to take basic military as the last, the back ground story (which is well written) has the character having done the mandatory service, you would allow the player to have basic military skill program, truthfully I can find a reason to say no other then "the book says so"

If a PC comes from a country with mandatory military service and they are old enough to have enlisted then they should be allowed to take the military basic skill program. It is almost an automatic skill program at that point. They would need a reason for why they should't have to take it.

the Character is of the right age (28-30) and country (Finland) for it and like i said i can't find a reason to say no

If the character has had military service, I see no reason not to allow it.
Also, even volunteer military service has career paths that can equal 'PhD' level training and/or programs to help them with additional schooling during or after their time in service.

If all the pcs are being used as supersoldiers against the alien invasion, wouldn't they all have basic military skills? Just make it an addon for everyone to show they have run through basic.

With countries with mandatory military service....
1) the chars powers would most likely be coming out During the time of service, so the question would be a moot point.
2) they would come out afterwards so the whatever occupational skills would be stacked on top of (in addition to) the military ones.
Theseare the two options I see.

There are some Military Positions that indeed Require a Phd. Almost all of these positions also require an Officers ranik. (I am going by an American perspective)
Although it is not a Modern show, the TV show M.A.S.H. 4077 can give some ideas. That older show(I believe it's called Tour of Duty) is another one. The Opening song is "Paint it Black" by the rolling stones. One more I can think of is that ABC show "China Beach". All 3 shows can give some ideas.
The 2 Vietnam era shows, Most of the soldiers were probably "Draftees"
One last thing concearning Military Vets that are no longer in service. They can always be re-drafted. I remember that Former Pres Bush did indeed pull this crap. (The following is true and actually happened) A guy in Texas had served is FULL enlistment term and was looking forward to comming home and getting maried because he believed that the war was now behind him. Then he recieves notice that he is being re-deployed back to iraq for a third time under some crap article. He does not make it back home alive. With this kind of crap happening Im surprised that anyone would want to continue enlisting.

Likewise, it's awfully hard to practice law in the JAG Corps without a JD.

I would give some major penalties to the skills unless they had a career in the military (which would give them major bonuses), there is a reason why most western nations do not support conscription. One of the reasons is that, as a whole, conscripts do not equal regular military.

Superbeings being conscripted for mandatory military service (for their whole life) deserves its own thread.
As for the PC in question, make sure they see the downsides of using a background to get extra skills. Being in the military isn't all fun.

It's 'canon', not 'cannon'. A cannon is a big gun like on pirate ships, canon is what you mean when referring to something as being contained within one of the books such as how many dice to roll for a stat.
