no, thats about right. ATB2 gives characters a lot of skills, at least with the educated classes. the less educated classes usually get extra BioE instead.

Palladium has expanded on the skill list a lot since TMNT and ATB1, and skills today are much more specific than old ones. so the character knowledge involved is roughly comparable, but it's been broken down into smaller chunks.

when i rolled up my most recent character, i ended up with the same basic result.

When I had asked this question in the past the reasoning I received from Kevin and Eric was that:

1) Characters do not receive new skills as the progress.

2) Characters aren't expected to survive that long or to exist in long campaigns.

Okay, now that's just wrong. Even as lethal as the Dark Suns setting was for TSR they actually allowed for the idea that characters could last and learn and After the Bomb isn't anywhere close to that lethal that you couldn't have long-running campaigns with long-running characters.
Fair warning: I consider being called a munchkin a highly offensive slur and do report people when they err in doing so.

It's 'canon', not 'cannon'. A cannon is a big gun like on pirate ships, canon is what you mean when referring to something as being contained within one of the books such as how many dice to roll for a stat.

I would allow the characters to learn new skill. They would have just find someone to teach it to them, or make a concerted effort to learn them.

I came up with some house rules for learning and teaching skills to address this:

I also made Teaching an apprenticeship.

If anyone uses this, please let me know how it works for you.
