Base PPE and ISP values for non-magic/non-psionics?

Well base PPE for non-magic users depends on Race/RCC. Humans are either 3d6 (I want to say that was from the RMB) or 2d6 (IIRC in the RUE).

As for ISP, unless you are psychic, I honestly don't think you have any.

P.P.E. for most "humans and D-Bees" can be found on page 185. This is found under Step 4, first sentence after the "Individual P.P.E. Reserve" section. In short, 2D6. Note: I can't say for sure if this has changed from the original Rifts Main Book, but I can say that in Palladium Fantasy Second Edition and Heroes Unlimited Second Edition that humans typically only have 2D6 P.P.E. there as well.

I.S.P. for those without psychic powers doesn't exist. You can find this on page 278 under the "I.S.P." heading. "Only psionic/psychic characters and some supernatural creatures have I.S.P. points ..."

Yes, that's for Cyber-Knights without additional psychic powers. But remember that the Cyber-Knight you're speaking of still has Psi-Sword (free of charge), Psi-Shield (which costs I.S.P.), and Meditation (which recovers I.S.P.). So while they're not psychics on the same level as other Cyber-Knights, they do still have psychic powers and they still need that I.S.P. for their Psi-Shield.

Right. This is the section that talks about "Blood Sacrifice" on page 186. That value for apes is unclear if that's the base value for apes, or the value after being doubled at death. In this section, there seems to be a connection between the amount of P.P.E. and the size of the animal. Looking at the sizes, it would make sense the values listed are already doubled. Cats and small dogs are the same as a normal adult (but much smaller). Next size up (still smaller than humans) is 3D6. Next category some (though not all) might fall more into human adult size class (though some are bigger) and equal to adult human (if doubled). Then we have horses and apes (larger) at 5D6. Then animals smaller than cats (our smallest category above) don't have enough to be worth mentioning. That's at least my perspective on things (take it for what you will).

The base PPE value for adult non-magic users are found in that race's statistical text. There are places that show the differences values of PPE between children, adolescents and adults for humans.

Non-psychics have No ISP.

Psychic Characters I believe have lower base PPE scores than members of their base race due to 'burning off their PPE' developing their psychic powers. Also Cyborgs have a lower base PPE, I believe 1d4 or 1d6.

You are right about the ISP, nada for non-psychics.

But, for added clarity, I'll go into even more detail.

3: It'll start with dragons. Skip passed that.

4: It'll go into Mind Block. Skip passed that.

This information is only adding in the base PPE info I mentioned above (2D6), nothing more. If you were looking for something else, then you'll need to specify and I'll do my best to help. It seems as if I misunderstood what you were saying. I thought you were talking about ISP, not PPE for some reason. Sorry, my bad.
