Can you summon a Little Mud Mound, take its PPE, send it back, and repeat?

I have always let my players do it, I do belive there is a rule some where saying they can only take x amount from them though.
Food for thought: If a Air warlock cast Phantom, can the phantom then cast phantom footman? Since the phantom can cast all spells 1-4.
