So is there something that I am missing?
a) How often do you allow an RCC to have an OCC?
b) How do you handle experience with a race that isn't an RCC but is clearly above the galactic standard who wants to be a mage or knight or priest?
The entire experiment may ultimately not work. But as Tiger Woods tears into the springbok, his mouth crimson with blood, he looks to have all the makings of a natural-born killer.

It the RCC lists an available alternate OCC I allow it. If not, I usually default to what's best for the game.

a)if it lists an alternate available occ then I allow it; if it does not then I consider the needs of the game versus the wants of the player and try to strike the right balance.
b) they have their own experience chart I use it if not then I use the OCCs experience chart.

a) An Racial Char Class can be two things, It can be basically an OCC that is restricted to just one race, or it can be a class that the members of that race have to take.
Race does not equal RCC. RCC does not equal race.
a.1) If the RCC is a ROCC (racially restricted OCC) then the members of that race have the option of taking ether it or an OCC or (if not restricted from) take a PCC. [These RCCs have the "Available OCCs" in the text."
a.2) If the RCC is a class that the members of the race have to take, then in canon they are SOL. A compromise that the last generation of board dwellers came up with is that a member of that race can only take another class only if the char does not have the racial powers (which are the reason that all members have to take the RCC) then they can take an OCC or PCC if not restricted from psi powers.

b) They get the exp. table of the OCC or PCC that they have. They would just have to pick their class carefully if you want to reflect a more advanced race. You also need to decide in what way the race is 'more advanced then galactic norm" Are they more advanced in tech, magic, psi or something else?

You are falling into competitive thinking...
This is not a game with just one winner.
I play human almost exclusively and know others do as well; so the idea that no one would want to play human if a "superior" race is available is erroneous.

If you are talking about in Rifts, humans have the advantage of being long term natives and being the most populous. Also, humans have the greatest flexibility of all the different races in the game.
