that would be full biped.
here is how it breaks down.
all 4 legs needed to walk - Biped none. has to move about on 4 legs.
Knuckle walking like a gorilla or palm walking like a monkey - partial biped. can stand erect, but cannot move far on two legs.
Two legged walking - Full Biped.
the structure of the legs and feet don't matter in this, just the number of limbs used to get around.

Perhaps quadruped?
As far as the book is concerned, even centauroids like the Spider-Goats are considered full bipeds.

Was there a BIO-E cost for it? Like 5 points vs 10 because the character has hooves instead of feet? Its going to bug me trying to figure it out.

Are you thinking Plantigrade? That's the structure of a human leg, with Digitigrade being the term for the style of leg animals like foxes and cats have. Depending on the GM a fully bipedal equine would either have plantigrade or digitigrade legs, with or without hooves (like without hooves for plantigrade).

Plantigrade means walking on the soles of one's feet, as humans, bears, and raccoons do. Having an upright stance isn't a factor.

digitigrade being walking on ones digits (try lifting your heels off the floor. like that, but with a foot/leg strucutre that makes that comfortable..)
Unguligrade is walking on your toenails, basically. which are what hooves are, albeit highly adapted.
in ATB, you can have all three stances as bipeds or partial bipeds.

Right, my point being that none of these things answered the original question, as mutant horses (with the probable exception of Tennessee Walkers) employ unguligrade locomotion regardless of whether they walk upright or not.

I have always assumed this to be factored into the 'looks' part of the description. If you have Biped: Full and Looks: None, you will be standing upright and able to walk/run etc. on two legs without penalty, but the legs will still have the approximate appearance of the original animal, just stood on it's hind legs. If you have partial or full human looks, the legs will be shaped more like a human being and less like the original animal.
You could have hooves or vestigial hooves with any of the biped or looks options - if you had Looks: None, but no hooves, the legs would be shaped like an animal, but you would be standing on your toes instead of a hoof (probably with massive, hoof-esque toenails). If you had looks full, but purchased hooves, the leg would be human shaped, but the foot would be slightly mis-shapen, ending in a complete hoof, with a stance looking like a human walking on tip-toes.
