I'm trying to find the rules for fighting in extreme weather and have been unsuccessful. Anyone recall where the bleep they are?

There are cold climate rules in the northern hinterlands book.
Yin-Sloth might have some text for jungles, as might the dino swamp books.
I would look through your PF books 1st.
*I think there are multiple places in them that have text relating to the question.
*It is easier to look through the smaller set of books 1st cause then youare ether finding what you looking for quickly, or you get them out of the way before slogging through the plethora of rifts' books.

Look at some of the APS powers for different effects of temperature change. Rainmaker and Control Weather might also have some rules.

Honestly, I'm adapting the snow rules in Canada to massive storms since the rules I could find elsewhere were sorely lacking. Thanks all, for the help.

Lots and Lots of Pilot rolls to keep control of your vessel. Also there are some guidelines for crazy weather in Atlantis.

There was a sweet set of seasonal weather charts in a rifter, an early one if I recall, but it's been so long I cannot recall, but they where pretty solid.

Really it just comes down to three questions and how much you want to penalize them:
Does the weather put a strain on them physically?
In short bursts of combat, this shouldn't be brought up, but if they been under strain for awhile beforehand, or the combat is particularly long, it could be a factor. Though this could apply to both sides.
Does the weather affect viability or other senses/sensors?
Fog, misting rain, and heat mirages can ply with vision, heavy storms will play with the ability to hear or feel much else, and a good snowstorm or sandstorm could be a pain even for radar.
Does the weather affect their ability to move or hold position?
Slick ground, ice, heavy wind, deep snow, etc.
