Neither. The hit location charts were never ment to be added up, nor is there a random location. Offically, head/arms/legs, ect, are only hit on a called shot. that is, unless you specifically declare intent to hit somewhere else, all attacks automatically hit the main body. This is how the MDC values were determined. You certaintly should not add them all up into a single value as this would completely break the intended function of the values and more than quadruple how effective the armor is intended to be.

All true.

Although Kevin did give us some random hit location tables in CB1, as an option for those that wanted a bit more randomness in their game. But they were completely optional, so if you're looking for a simpler system you can leave them be.
