There was itowards the end my Phase World campaign. I've mentioned it a few times around here, so you might be thinking of that.

Although, I should point out that it took my players nearly four years to assemble the team of guys smart enough and skilled enough to build it (Jelko Rodula was one of them). That PC's were just the ones who got to pilot it.

I did at one time suggest a time machine demolition derby, with a Delorean monster truck.

Any FTL-equiped starship is arguably a time machine anyway, but Rifts spacetime is filled with an ubiquitous handwavium field (with a non-zero VEV) which prevents this from actually occurring. ;)
