The spell stats that mages gain an additional 10 PPE and psychics gain an additional 10 ISP.
Is this a one time bonus? Is this a bonus each time a person enters the circle (since the circle is re-usable/can be reactivated)? Or is this bonus per melee round or minute?

I would just ignore the PPE/ISP bonuses as giving something to the munchkins, and omit it from your game.

I would see it as being avalible each time the circle is activated. Ie if you turn it 'on' everyone inside it at that moment gets a jolt of power. if you want more power, you need to reactivate the circle. This of course is just my opionon
