The RUE version of Teleport: Superior can be interpreted in two ways;
1) Either it takes two melee actions to cast rather than the standard three for other level 15 spells...
or
2) After spending three actions to cast the spell, the teleportation effect then takes place during the next 4 to 6 seconds...
Personally, I don't like either option and believe the RUE changes were ill considered and don't fit in with the updated spellcasting speed introduced in the book. I would ignore the book in this case and treat it as a common level 15 spell, requiring three actions to cast, that takes effect immediately upon completion. Of option 1 & 2, however, I'm inclined to side with 1.

Greetings and Salutations. That'll depend on what book you're using.
In PF2 that can be found on page 184 under the "Magic Attacks Per Melee" section. This is when spells of that level took 2 melee rounds (30 seconds) to cast, and they made a special exception for it that let it be cast in the same time as a level 9-10 spell.
In HU2 that can be found on page 319, same location as above.
In RUE that can be found on page 225, second column, second to last sentence of the "A few Notes" section. The spell is noted as taking "two melee actions." Following the rules of PF2 and HU2, that means in RUE it's still has the same casting time as a level 9 or 10 spell. This has remained consistent, though the casting times have changed.
If you're looking for another book, I'd suggest using the above as guidelines of where to find it (the sections tend to remain the same). Anyways, hope that helps. Thank you for your time and patience, please have a nice day. Farewell and safe journeys for now.
