Guild or Cult Creation Rules

I swear I've seen these somewhere before, but I cannot remember where. Does anybody know what book(s) it's in or whether or not I just imagined the whole thing? Page numbers would be appreciated.

There are guild creation rules. I just...two weeks ago found them....and can't recall where. :P
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.
Reading and writing (literacy) is how people on BBS interact.

There is a Rifter with guidelines for creating an Assassins Guild for PFRPG. Villains Unlimited has rules for creating organizations, as does Rifter #37, I believe. I depends on what game you are creating it for as to where to find rules for it.

I generally don't use Rifters, but I forgot about Villains Unlimited! Thanks.
