Does anyone think a Temporal wizard that casts D-Phase on himself can cast a spell if they are actively phased?
My thought is no, since it specifically requires great conentration to maintain the phased state.

I agree completely. The concentration required to both maintain the spell, and move at 3/4 Speed reads, is just about 100% so no- no other spellcasting while D-Phased. Wait until you phase back in to do something other than moving, or suffer the slingshot side-effects of broken concentration.
