Negative. The CS 'Deathshead' is the original SAMAS armor. Anything NEMA or Chaos Earth related is after Rifts Mainbook, and therefore does not count as original. Also due to horrible writing, and poorly thought out storyline, Chaos Earth should be used only to line one's catbox, and never as canon material.

What about the samas from rifter 47, the U.S.A.F. SAMAS Griffin Interceptor SIPA-03. Also the U.S.A.F. Silent Soldier Power Armor SSPA-14 might be based on a samas, but don't know for sure.

Nope, they're Rifter material for the Fall of N.O.R.A.D. adventure. Unless otherwise officially stated, material in the Rifter is considered to be NONcanon.
