Converting to or Creating a GOD?
There have been other similiar threads recently, I know. This is not referring to Demi-Gods or Godlings or Intelligences of any kind, however. I want to know if somewhere buried in a book, there are rules for actual GOD creation. If not, I'd then be open to any house-rule suggestions.
Using the books to make Demi-Gods or Godlings is just not sufficient for getting a character to actual GOD statistics, I mean some of these GODS have thousands of PPE and MDC.
I have my own house-rule ideas for this using the intelligence creation tables, but I'd rather see something canonical if possible.
Any thoughts?

You can use the creation rules for Alien Intelligences as presented in Dragons & Gods for Palladium Fantasy. The only modification I'd make is the HP/SDC (or MDC in those settings, if applicable)/ISP/PPE would be to reduce those stats by 25-30% down from Alien Intelligences, since they are generally less powerful than those creatures. Unless it's a pantheon leader/All-Father/All-Mother type, or a few billion worshippers, then you can make the justification for higher.

That is my fallback plan. And then use the Dragons and God book for the typical god powers. I was hoping there was something else somewhere though...

Go find the format for Deific being. (I would go to the Dragons and Gods book.) Then Start writing.
I wrote up a Goddess of Magic and Fertility in one sitting.

there are no rules for god creation, sadly. There is a general format and template one could draw from in Dragons and Gods book but that's the best your gonna get.
Using the Alien Intelligence rules is iffy. Most alien intelligences are more powerful than most gods (but tend to be weaker than the most powerful gods)

honestly, looking at the material in Pantheons of the megaverse, WB4 Africa and others, there doesn't seem to be a set formula for stating out a Deity, so i'd say look at the other dieties in the game similar to the power level you want, and at ones with the same kind of focus (god of storms, god of the forge, god of prophecy, whatever area of life if supposed to be their purview) and write what you think fits.

IIRC palladium deities are born from a number of worshippers. So what you'd first need to ask yourself is what is that number?

Dragons and Gods (palladium fantasy) has a much more standardized format. it also updates the gods in WB4.

I think you would have to use several of the gods in the Dragons & Gods book and break it down into dice rolls and base statistics. When it comes down to it, though, you have different power levels even amongst the gods listed there, so you would wind up having to make different creation rules for demi-gods than you would gods of medium power or higher power levels. One way to distinguish between them already is the height they are listed as in their native form on their home realm. I think it would be a great project to do and whoever does it should definitely turn it in for publication as part of a sourcebook or in the very least a Rifter article.

Yeah... there all over the place. I think I'll just have to pick a deity or 3 similar to what I want to try to do and extrapolate to see what I come up with. I was hoping there was some method to it, but at the end of the day, I think it's all just made up numbers that sounded good to the writer... And that's a bit unfortunate I think. I'll base some stuff off the number of followers divided or multiplied by some variable and go from there. The equipment will be rough also, I really wish there were better rules for Rune Weapon creation on a deity scale, things like Hecate's armor and stuff would be fun to be able to roll up.

I agree with this.
Since every character moves into a mega-hero category, using powers of a god needs to require a set number of followers. I suppose Popular comic heroes are kind of like gods. Yet many normal heroes are secretive and don't proclaim rules for followers to live by.... I would suggest a certain dogma be formed by characters looking to god hood.
Don't normal heroes tend to espouse rules like 'do good to others' and 'follow the just laws of the land'?

It's 'canon', not 'cannon'. A cannon is a big gun like on pirate ships, canon is what you mean when referring to something as being contained within one of the books such as how many dice to roll for a stat.
