I know about the rule of if an o.c.c. includes a skill with pre-requisites that you get thouse if they are not specifically listed in the skill list.
I seem to remember there being a list of character classes and skills that include other abilities for 'free' with them. but I cant find the list. any one have a link to the list?
for example:
the skill Vehicle Armorer includes:
- basic mechanics +20%
- pilot truck at base skill level
- pilot tank/apc at base skill level
weapons engineer includes:
- welding (which is not available as a skill in of itself)
Holistic medicine includes:
- brewing
- identify plants/fruits
- preserve foods

What you listed as examples of "free skills", are listed as "skills bonuses" in RUE.
As in "if you have those skills also, you get these bonuses to those skills."
As in "if you have those skills also, you get these bonuses to those skills."

going through Rue ( I was using Shadow Chronicles for my example):
the description of holistic medicine it does both.... It does not specifically say that you get the skill but it has pretty much the same description as the skill I named. yes it does indeed list bonuses to skills that have similar skill descrptions as it should.
vehicle armorer does not provide a bonus to those skills listed....it outright gives you the skill. it does list a bonus to Automotice Mechanics.

Some skills do come with 'Free' skills.
Field Armourer comes with Basic Mechanics, for example.
Whereas Gambling (Standard) provides a +5% bonus to Basic Math, but only if one already has or takes Basic Math, it does not provide the Basic Math skill.
Further Computer Hacking lists Literacy, Computer Operation, Computer Programming, and Basic Mathematics as requirements, this means that if a class or skill package gives you that skill, but "accidentally" omits one or more of these skills, then one automatically gets the missing prerequisite, but if being taken as a Related or Elective skill then one must meet the prerequisites first, you cant take a skill in order to get the others free. It also does not provide any bonuses to those skills.
Another odd situation is Military Etiquette which explicitly states that all soldiers get a basic non-improving 30% version of the skill. (Presumably only if the skill itself is not part of the class).
I am not familiar with any comprehensive list though, as different books may list different requirements.
Regarding Holistic Medicine while the skill adds bonuses to Brewing, ID Plants & Fruits, and Preserve Food skills I would not say it grants those skills for free.
Note: I used the RUE as the source of the information presented here (it was the book on my desk at the time).

For MOS where the skills are explicitly listed, like the Mercenary Soldier from the RUE, then missing prerequisites would be granted. for MOS like the Vintex Warriors where it says "Take 'x' skills from one of the following categories' then I would say prerequisite skills need to be filled.
For OCCs or other classes where it states as part of the OCC (not OCC related skills, henceforth referred to as 'OCC option' skills) to "Choose 'x' type of skills" I would also say that prerequisites need to be filled.
Now, if, for example, there is a unique situation where, for some reason known only to the writer where through MOS or OCC option a skill is made available, but it is impossible to acquire the prerequisites I would review the scenario with the player and determine a solution from there. But that would be dealt with on a case by case basis.
