Re: So.... headless horsemen for Rifts?
Have you been watching that new 'Sleepy Hollow' TV series or something? I found their presentation of the horseman as 'Death' pretty interesting. The other three appear to be War/Strife/Famine. I guess there's no Pestilence in that universe
Seeing as how The Legend of Sleepy Hollow was published in 1820 and has long since been public domain, I imagine it might be okay to do 'conversions' of literary classics like that (much as Greek Mythology from things like the Illiad is incorporated into CB2). Of course we probably could not convert/adapt modern re-interpretations of the myths like this TV series.

Or ARCHIE-3 might have fun with a one of his R'Mar robots(remember, their heads can come off) riding around on a camouflaged robot horse, terrorizing folk who get too close to one of his Shemarrians' concealed supply caches(or other A3 facility).

What was the name of the undead juicer from Juicer Uprising? Murder Wraith? One of those just minus the head. It keeps moving because GM caveat, get over the artistic license and roll with it. Not to mention you could similarly just pick out actual demons and the like, or even an incorrectly polymorphed dragon hatchling for that matter.

yes they are public domain. Most faery tales are as they are pre Mickey Mouse. Which is a good way to tell when things are public domain. Just ask is it pre Mickey mouse?

i think a book of horrors for rifts would be great.
Stuff from around the world. Something like the D-Bees of America. Ghosts from the Salam Witch Trials, The missing Virginia colony, Black Beards Ghost, Angry Inca and Mayan ghosts, Stuff from legends. Etc.

Russia would have the Great Witch Baba Yaga and her chicken-legged cottage.
Of course a lot of these myths can easily be conjured up as malicious illusions by badass mages(or mage-/psychic hermits wanting to be left alone), or the temporary guises of the various 'dumb' entities fixating on various 'imprints' held in locals' minds(for instance, if local lore keeps harping about 'that old civil war ghost up on Nodding's Hill', enough entities might begin plucking the imagery of it from people's minds and enacting the idea).
The problem with the Rifts, though, is if you get three or more DIFFERENT possible explanations for the same 'monster'...all of them very substantial and likely bad for your health("But we ALREADY killed the Jersey Devil!" "Yeah, well here comes another, and this one's got LASERS!").

Which would be a great way to do things. the GM can choose one. Or you can treat them as movie entities like Jason and Freddie... sure you can kill them... but they reform later to continue the terrorize on others

Or the GM can choose several....you dispatch one 'myth' and then you get evidence that there's another out there...'Ah!' the PCs think, 'We'll kill this one like we did the last!' and go haring off, only to discover it's a DIFFERENT interpretation of the same myth, with only a few similarities to the first critter...enough to make it look like the same bloody myth.
Or worse yet, you just attacked an INNOCENT d-bee critter who happened to LOOK like the boojum your party has been chasing/hunting.

That woman/snake psychic demon from Psyscape was pretty scary stuff, at least potentially. Making a monster resemble humans, at least in part, mentally or physically is a good way to generate a scare (so long as they are also radically different in some other way - like the headless horseman). Also having their capabilities be revealed bit by bit. If you play rifts by throwing monsters at players like confetti in an accelerated fashion you can dilute their scare potential.
And if... somone whipped out a mini gun. We run and hide. lol.
Now.. some guys won't... and you can say nice things at their funeral. "He was a brave soul.... if stupid.. he didn't take cover when the guy whipped out the mini gun on us that day.. but his blood-fountaining corpse did give us a chance to sneak around and clonk the machine gunner on the head with a rock. Rest in Pieces.... Swiss Cheese Man.....

I agree. You need to show what the monster can do bit by bit. Introduce an NPC get the players to like and care about the NPC. Kill the NPC in a horrific way in front of the pc's in a many they can't stop. Then leave. Repeat with other NPCs revealing new stuff every time.
Use things like lighting in the real world to help enhance the creepyness.

What happens if the Soul Snake who creates a Necrophim bonds with one of the Lord of the Deep's jellyfish monsters which can take on human form?
I just watched Camp Lakebottom and there was an episode about a headless horse that ran around ripping off the heads of campers. It's a comedy. You could see its bones and meat where the neck is cleaved off.
