Perception is your friend here my friend. Noticing people doing stuff is the whole point of it after all. And while sixth sense may (or may not) give a warning, Clairvoyance and/or Precognition could (presuming that the psi has either of course). As for finding the one odd charge? That depends on a whole host of factors (size of the charge, how much stuff is carried, how its carried, where the charge is put)

Also, if they do their pre-battle check, they should spot it.

However, by the rules, sixth sense didn't allow you to be caught unawares. This can mean they'd make a "dodge" roll to divest themselves of their deadly pack "just in time" to not get blown to hades and back.
