4-D being as a super power?

What do you guys think of a permanent power equivalent of Rifts: Temporal Magic (Forth Dimension Transformation without the penalty since your a native 4-D being)? Would it either be a Major or a Mega-Hero ability?

Depending on the suit of powers you allowed.
If you ONLY allow the 'basic stuff' (half damage, impervious to a much of stuff, step in/out of the third dimension, and limited omniscience) then it would work as a very powerful major power (quite possibly one restricted to mega-hero's).
If you add in the psionics, spells, and combat bonuses...well those, permanently would make a fine mega hero in and of themselves. (I mean really, several time spells at will, twelve HUNDRED ISP, +3 APM, and a whole host of other spiffy stuff)
Or put another way, that's all the power of a full Psychic power cat, plus several minor super powers for the bonuses, AND the equivalent of the teleport major power, and for good measure the ability to skip forward in time/space at will.
The rules are not a bludgeon with which to hammer a character into a game. They are a guide to how a group of friends can get together to weave a collective story that entertains everyone involved. We forget that at our peril.
