and I don't remember how I handled NPC's?
I am going to have between 2-4 players all who are new to Palladium AND Rifts. I for the life of me cannot remember how I cribbed the npc's, as in what the +'s for combat should be, the SDC for the bad guys I seem to remember being somewhere between 15-30 for most bad guys and around 15 or so for hit points.
I will try and keep MDC sitting between 30-50 fro most of the beginning bad guys.
The combat info is where I'm drawing a blank, any suggestions?

I was just pondering this exact question this morning. I think I'll mostly be looking at the PC stats and making them comparable.

if it was me.. at least initially I would have the "average" bad guy being ~1/4-1/2 the equivalent player character (factor in numbers etc) the point is that the "bad guys" are going to typically outnumber the chars, and or there is a never ending supply of npc's to throw at the chars as needed. later on I would start making the average npc closer in ability to the pc's but one thing to keep in mind in most campaigns the pc's are effectively "heroes" IE better than the run of the mill enemies. npc lieutenants, and bosses of course are going to be more in line with the chars or possibly even a bit better in some cases.

to start off, I'd probably just say look up the appropriate hand-to-hand skill bonuses. you probably won't need to add anything more than that for the average NPC... the typical NPC doesn't have gymnastics, and boxing, and acrobatics, and general athletics, and so forth... nor will they have attribute bonuses in most cases. more likely a typical bandit will have HTH:basic, a soldier might have basic or expert, and until you start getting into special forces or similar I wouldn't generally expect supporting skills at all (with the exception that power armour operators will have at least the appropriate robot combat skills, either at elite or basic, and maybe weapon systems).
