In world book 1 it gives super psychic power psychic mirage, but it doesn't say how many targets it affects. Does that mean it only affects one target?
Later in the same book the minor version of the power says it affects all within range to see it, so should I assume the super power affects that many people as well?

Correct, the power effects everyone within the range.
