Mutant Rogue Scientist
A favorite character of mine from the past, made into an NPC for games for the last few weeks.
sadly I didn't have the original character sheet so had to start a few things from scratch and build. Was thinking of going with a 1d6+3 or +4 for levels to show he's been around awhile, Or maybe roll as if he was a Vampire Master.
I been trying to think up a history for him based on the newer books since the last I played him was practically when HU: Aliens was the new book. (Might say something about my age, Oh well)
By the end game he had Immortality, Extraordinary Mental Endurance & Physical Endurance as well as Healing Factor.
His Disposition was: Paternal, Overbearing, Overprotective of others (Especially Young Characters)
When I first made him I was building him on the concept of study Genetics & Medicine and branching into just gaining more knowledge of science.
As an NPC his main goal was to just help people so was thinking Principled or Scrupulous.
Sadly however It has been awhile since I had my Rifts Collection and have only built up a nice collection of PS: Fantasy books.
So, was wondering if I could get some help fleshing this idea out a bit since my group really wants to go into Rifts earth instead of sticking with the campaign I have books for right now. (and living in Alaska I seem to have a limited way of receiving said books by mail in the span of sometimes months with winter getting ready to rear it's head)
Also ideas for new things the character might have done to get more than just Coalition angry with him might be good
Best I could think of so far was he was wanted due to not having a medical license and practicing as he doesn't advertise that he's immortal (especially since his body can take a punch, I always kind of pictured him being knocked around by any Supernatural Strength or MD and after awhile when the air get's back into his chest get up and complain like an old man)
So, Thoughts on the matter?

Looks like continuous mutation or unstable powers that grow with age and experience.

Well, as a Mad Scientist trying to come up with ways to make peoples' lives easier, via improved medicines, or labor-saving devices, or ways of countering magic and psionics are good ways to earn adoration of the masses...if he doesn't screw up, that is, and get hunted for being a charlatan, fraud, or dangerous lunatic(especially after the labor-saving devices take over the local town).
Trying to find a technological way to lift some powerful curse can take him smack up against the mysteries of magic, with the potential for both tragedy(the solution he comes up with only masks the symptoms of the curse, or unleashes a powerful magical backlash, resulting in even worse consequences) and comedy(he gets a lesser and more comedic form of the curse cast on himself or his companions, his messing with space/time results in the summoning of a really ridiculous, and mostly, harmless, monster, or he causes some bizarre local environmental alteration).
Getting local monsters to stand still long enough to be dissected is also fun for a Mad Scientist. Getting local d-bees to stand still for a ridiculously thorough exam is also potential fun, especially if the 'guinea pig' thinks the exam is foreplay.
Building the FORTRESS OF POWER can also be fun, especially if other powers in the area covet the same real estate for the same(or different) reasons.
Create life...that always gets to be fun...especially if your Mad Scientist has little in the way of parenting skills.

His powers aren't game shattering, a well built Scientist.
Great base character, the guy who hires the Team of characters in the field though, he needs armor and weapons like everyone else.

So you design weapons?
Would you allow others to use your weapons, what if your agenda and the agenda of the people you armed are not the same?
Do you experiment on humans?
Do you experiment on D-bees or animals?
What are your thoughts on magic?
Do you know the where abouts of any magic users?

Knowledge that he's immortal is something of a curse on Rifts Earth; people automatically assume that he's a monstrous d-bee(like an Atlantean) or will seek to dissect him for study(and that's no fun with extraordinary P.E., healing factor, and extraordinary M.E. that might keep you from slipping into blissful shock). Avoid Lone Star if you can.
MDC bonuses from the P.E. power are also a turn-off unless you can explain it away as subcutaneous body armor, psionic shielding, or (more difficult) you're a cyberhumanoid cyborg.
The other talents can be easily passed off....Juicers, Crazies, and many psychics have wicked healing powers, so healing up fast shouldn't send up many red flags among witnesses, and being able to go without sleep for a while is also easily explained away, unless somebody does a psychic check on him.
It's a good blend of non-obvious not-showy powers that serve you well if you're careful not to show off.

He was a natural born mutant. I think the random roll originally for his mutation was something like Ambidextrous.

Well the point of him was to certainly not show off, but to get the group into adventures. So far it's worked pretty well in the form of exchange of favors. Small village asked him if he could help, group needs a favor too, so he offers a trade for his help to help said village. :3 so far it worked quite well to save a village from a vampire attack with suicide bomb vests and they got their personal armored Carrier (the doctors own APC with him acting as their physician until the debt is paid off)
So far they are finding it annoying that he keeps talking to them like kids when they break something or when if they're upset asking them if Hot Coco and a cookie will make it better.

Well actually one of the things I was going to do was have a group of mutant animals that had undergone some of the Juicer power types from Juicer uprising as a few of the weapons he created for 'peace' for a small village some where that are now, going amok

If you use creations by the fans in your games, a few of the BlackVault power categories mainly the Ultra Mimic and Genefreak would fit as creations by the Scientist.
