Do Shifters need a Rift to summon creatures?
I was reading the rules on Shifters and summoning and they seemed to imply that a Shifter summoned his minions from a Rift. So my question is: Is this a power he can only use when he has access to a Rift? Does that mean he'd pretty much need to be on a ley line or nexus to use it?
Or does he create a rift when using the power, where ever he is?

no they do not need a rifts to summon.

The ability (RUE, p123) stipulates that a communication rift is employed to locate and transport summoned demonic minions. Communication rifts can be opened away from a ley line for 200 P.P.E., which is a lot. It's not out of reach for a group including a couple spell casters or supernatural beings though.

Assuming they co-operate and give PPE, which is pretty much needed now ever since RUE nerfed the PPE-theft tactic.

I very seldom have groups of players that don't actively support each other. You are correct though, the party will need to cooperate to make this happen. And that could be a legitimate problem if the shifter is running around with a bunch of principled characters who can't condone any form of slavery, even when it comes to demons.

They only need a Rift to use their summon demonic minions power and pact to supernatural power. They can use mundane summoning magic, say Summon Lesser Being, without any requirement just like anyone else.

Doing some reading and it looks like a circle is necessary but a rift may not need to used. Summoning is a ritual that requires a lot of PPE but haven't seen a lot about needing a Rift for it.
All knowledge comes at a price. Be sure it's a price you're willing to pay.

According to RUE, p. 123:
This summoning is accomplished through the use of the Communication Rift in which the Shifter probes dimensions until he makes contact with a lesser supernatural being.
So, yes, the Shifter's Summoning power requires a rift, but the Shifter can create that rift more or less anywhere, assuming he has sufficient P.P.E. The Communication Rift power only costs 50 P.P.E. when used within a half-mile of a nexus, or 100 P.P.E. within the same distance of a ley line, but it costs 200 P.P.E. everywhere else.
