Rifts conversion rules for learning skills question?

If someone is rifted from one part of rifts earth to another say from China to North America would they gain skills as described in the conversion book? Such as languages, literacy and other skills mentioned for coming from a high tech world.

Generally, no. I tend to assume that you don't get skills just for arriving, but more for acclimating to your place. "You have been here for some time and acclimated, gaining these skills."

Thanks! And I would not even question the taking time to pick them up but would you think they would gain those skills over time or would they nit since they really are rifts earth natives?

I would have them gain those skills over time, but that's not something Palladium models really well. You're going to pick up American over time, simply living in North America, but as to when and how? That's down to house rules.

The CB1 from other setting Skills MOS is for those chars is for chars that have been on rifts earth from a few months before the beginning of the game. If the char gets rifted into the game in the middle of the game they don't get those skills, until the GM decides GM give the char those skills.

No, rifts chars don't get those skills if rifted from one part of rifts earth to another part of rifts earth.

Each question should be give the canon answer 1st, then you can proclaim your house rules.

I would say that the HU 'learning a new skill' time frame or the 'Rouge Scholar teaching' time would be good rules of thumb.
While you will need a formal teacher and time to learn most skills, you can pick up a language by immersion. Its going to be rough if you don't have any translators, but if you do have some translators (, people, devices, spells, psionics, or what have you it doesn't matter) it should work out eventually.
I would not let someone get anything OTHER than the local language this way, but I would, as a GM, not have a problem with letting someone pick up a language this way either. Especially if they are now in a new area where the game will be set for a while. Unless one of the campaign goals/themes is dealing with the lack of communication it can get really old, really fast....
