Sahtalus deific powers

He had all at normal cost in dragons and gods but then Dyval mentions ones he has as if he lacked the others. What's up with him? Are those maybe the ones he had as a minor lord before killing Dyval and taking over his realm?

Because whoever wrote Dyval presumed Deific power should be doled out a-la-carte instead of simply having them all. It's confusing and there's no way to reconcile them.

Kind of wish KS could intervene with some errata to resolve the problem. Maybe something like "selected powers work at half cost for the 3 guys who have all abilities at full normally, normal cost for the others who have all the abilities at double normally". It'd be a nice power boost to make them more intimidating.
