The Rind Cutters
Hey Guys, a new idea for a post-Reflex Point campaign.
Special Circumstances Company H, a.k.a. 'Rind Cutters', is the newest formation built by the UEEF. Under the command of Captain Hollander, their duty is to rally the morale of the citizens of Earth as they struggle to rebuild from the war's aftermath.
Background
In the aftermath of the battle of Reflex Point, Earth succumbed to something even horrible than the occupation itself! Economic collapse, famine and epidemics have turned the once-proud planet into a non-awaking nightmare. Survivors lost faith from both the UEG and the military. Then a new unit was introduced as Special Circumstances Company H to help the UEEF rebuild and to rally the people’s morale.
However, the unit is poorly funded, and is regarded more as a joke and a waste of resources, as they could only offer token acts of war relief. That all changes when 2[sup]nd[/sup] Lieutenant Alice Lei, a half-Tirolian, is assigned to the unit. Coming from one of Tirol’s proudest noble families, Alice earnestly believes that the unit can be at the razor's edge of eliminating the base reason for Earth’s troubles, namely corrupt warlords and officials who aggravate the effects of the occupation for their own enrichment and/or amusement.

I can see the characters having to walk a fine line morally and ethically...Do they try to take scum and villainy alive to held for trial as proof that law and order have returned, still matter, and hold true, or do they off the bastards as a message to the rest that law and order means the UEEF ain't taking ^&%*&^&% from nobody? And which/whose laws apply? Are the villagers who sold out soldiers during the occupation and survived, to be afforded the same protections to life and property as those who stayed faithful to the government in exile and military? And dare they displace a warlord who protected his people, but is now being accused of hoarding materials from his former rival warlords who have suddenly discovered legitimacy when the UEEF came hovering around the neighborhood?

IMO the UEEF would already have prepared for 'uplifting' the people after the Invid occupation was over. After all the UEEF did liberate a number of worlds from occupation and would know how to go about doing it in 2044.
Also per Shadow Chronicles it looks like despite the fact that the UEEF Fleet took significant losses there was still the Moon base (which realistic there's no way in all get out the Invid would let somebody set up shop on, but that's for another topic) which would have had plenty of supplies to hand out to the people.
Now I'm pretty sure that the UEEF probably wouldn't take any crap from warlords, bandits and so forth who tries try to exercise their muscles. They'd also set up distribution sites to hand out relief supplies.
It would also be hard to prove who did and did not aid the Invid/Frags during the occupation, unless it was some well known person or persons. So yeah it would be a fine line.

Survivors' tales, and information transmitted by the Resistance on Earth. Of course, the quality of the transmissions may not be able to convey specifics. and the UEEF may have figured that since their troops would be landing in nice tight groups, and not scattered all over the place, they didn't need to tell their people 'avoid specific community x', especially in areas far from their intended planetfall area of operations.
As is, Scott Bernard can identify at least one bunch, and Lancer several. It would be amusing to have some of those guys pop up again in campaigns, either being outstanding citizens or being bastards(I figure the guy who reamed out Scott, Rand, and Annie is still around, but the commandant in charge of the protoculture warehouse the team knocked over got a retirement notice from the invid).

There is also the possibility that the UEG would be pulling a paper clip job, letting said warlords keep their former positions of power, under the auspices of the UEG of course. They might even paper clip over an Invid sympathizer's records. If they're of use to them.

Indeed. However, the Haydonites are such an unknown at this point that such characters would be watched carefully(to the best of the UEEF's stretched resources), just in case they decided to sell out again.

Adventure Seed: One of the PC's is kidnapped by the sister of an investigative journalist killed recently in an "accident". She's trying to bring to light the manuscript her brother was writing. A manuscript that implies that a biologist very high up in the UEG's immunization program was an Invid Sympathizer.
One by one, people connected to the manuscript end up dying and the PC's catch up with the kidnapper, just as they come under attack by a highly skilled and well equipped assassin. After a fierce battle, they over come the assassin who bites down on a poison capsule, standard issue for GMP Undercover agents, killing himself.

Black ops types.....sheesh....Some of them so intimately intertwined with the organized crime families, it's hard to tell the difference.
And the characters thought Tirolian 'ninjas' were bad? Welcome 'home', people.

Characters
2[sup]nd[/sup] Lieutenant Alice Lei - The half-Tirolian, (her mother was a UEEF Marine) second in command and field leader of the Rind Cutters. An inexperienced soldier from an upper class Tirolian family, who graduated in the academy just before the end of the war (the Battle of Reflex Point was announced literally in the middle of the graduation ceremony for the class of officers she was in at military academy); Alice's hot-tempered and reckless demeanor tends to sometimes put her and her subordinates in danger. She has a strong sense of duty and justice and tries to live up to her mother's military traditions, contrary to her father and sisters' belief that she must assume a more feminine behavior.
Contrary to her subordinates who always engage in combat with firearms, Alice's weapon of choice is a M-2 bayonet with her mother’s name carved in the handle, but in some occasions she shows her true skills in battle when brandishing her special weapon, a long double-bladed Praxian blade staff. Alice is engaged to a young up and comer in the Plenipotentiary Council, Lawrence Vassar, who apparently supports her ideals.
Corporal Olan - A retired soldier who joined the Rind Cutters to aid in their war relief effort. He was part of trio of Invid Fighters cloned to fight the Invid but thrown into battle against the Micronians. This unit, known to the ASC as the "Gespenster Jäger" (German for "Ghost Hunter") was part of the The Robotech Masters last stand on Earth. They are specially trained to ignore pain and fear in order to engage Invid as long as possible. He was the soul survivor of his unit and went on to fight the Invid as a lone warrior.
Despite his impressive stature (probably over seven feet), and a body riddled with scars, Olan's nature most of the time is kindhearted and ingenuous. But when he is in trouble he becomes a fearless and vicious combatant. He lost his Invid Fighter Bioroid defending a town against Wolfe’s squad. That’s were the Rind Cutters found him. Now he uses a Tr-HIB Mk. IV Heavy Ion Blaster, and a belt-fed Armour Piercing Cannon. Alternately, he favours the Nanotube-Blade Ultra-High-Speed Chainsaw to cut his way into mecha cockpits.
Captain William Hollander - The commanding officer and administrator of the Rind Cutters. He issues mission orders and provides a calm, steadying presence, which balances Lieutenant Lei's impetuous nature. While he seems lazy and laid-back, he’s actually quite busy behind the scenes, using his connections to keep the unit operating. His personality is relaxed and informal.
Warrant Officer Gerald Martin - Graduated as one of the top students of the academy, the slight, bespectacled Martin provides the voice of reason and caution when out in the field. He knows Capoeira. He’s an expert with computers and filing systems of all sorts. If there is a record of something, in an archive, anywhere, he’ll find it.
Warrant Officer Eric Alten - Alten is a handsome young soldier who fancies himself a ladies' man, yet seems to be something of a player. He is very clever, resourceful and an expert at picking locks. His background has yet to be fully explained, but he seemed to have had a colourful life before joining the resistance, finally ending up in Section III
Sergeant Major Magda Stecchin - She is the longest serving member of the "Rind Cutters" unit. Little is known about her past except that she was a part an EBSIS military band in her before the Invid invasion. She serves as Captain Hollander's aide and is also responsible for taking care of Blink. She is elated to no end that with the recruitment of Olan into their unit, she finally outranks someone (other than the pollinator, Blink) and has "an underling!"
Blink - The unit's mascot, who has a bad habit of biting people. He was demoted from Corporal to Courier Private First Class for biting an officer. He is very fast, reliable and sensitive to the emotions of his team. Their reaction to a particularly unpleasant officer (Major Conway) lead to the previously mentioned incident. He's a pollinator.
While Blink is normally seen as very friendly with the members of Section III, when events warrant it, he shows himself to be what the people refer to as a "military hound," and can even disarm opponents.
First Lieutenant Anna Webber - The officer in charge of the technology development unit of UEG Intelligence. A former GMP officer, basically she’s in charge of the ROBOTECH equivalent of the Foreign Technology Division.
Lawrence Vassar - The fiancé of Alice. A tall and smooth talking gentleman who is well aware of the corruption and madness that is running through the world, as well as Alice's love for the military. He has been known to give Section III tips on matters, though he seems to have more sinister purposes up his sleeve. Secretly, he’s part of a group seeking to insure the UEG doesn’t assume governance of Earth from the UEEF Plenipotentiary Council.
Major Fredric Conway - The commanding officer for the local branch of the GMP. Compared to Captain Hollander, his personality is cold-hearted. However, along with Captain Hollander, he also seems to know about the secrets kept within the UEG. He often complains to Captain Hollander about Section III interfering with his operations, but usually backs down eventually. Conway seems outwardly adversarial toward Hollander, but privately, they’re old friends.
Darren Waldon - He was a leader of a Chemical weapons squad. Olan scattered his band with his bioroid. As a bandit, he called himself Grauwolfe or Wolfe after his unit's codename, 903-CTT, part of Project 9, a secret and illegal unit formed on Glorie colony by the GMP to fight the Invid on Earth, specialized in chemical warfare. The main reason he turned rogue was because, after his captain was killed, he found out that their unit (at the end of the Battle of Reflex Point, thus no longer needed), was considered composed of war criminals by the UEEF, since there had been international war treaties against the use of chemical weapons since the end of the Global Civil War. The UEG and the leaders of Glorie intended to sacrifice them to cover their involvement.

Will the UEEF soldiers have unlimited supplies or they forced to scrounge for supplies themselves? I think as much as it would be great for the UEEF to try to regain the population of earth I think they would be better off building a city in several majorly populated areas and begin to draw the people in with the Offers of a better life. Jobs, military protections, warm housing and food. these would be far easier for the UEEF to manage after the fleets major fuel source is down to a years supply.

Well, I'm not sure how many Tirolian aristocratic traditions would have survived the Masters' societal reorg, the Invid occupation, and the UEEF liberation(and the insertion of a strong dose of egalitarian ideals).
Similarly on Earth, though some post-Rain regions might have fallen in to the hands of strongmen who set up family dynasties, and arranged marriages as part of the network of cartel-alliances, again, these are hardly aristocracies in the regular sense. Some older tribal/clan traditions might re-emerge with similar characteristics.
Still, an adventure might involve getting close to a local warlord who's willing to disarm, or a resource-lord who wants to join the greater galactic community, but needs assurance, and wants to make a bridal alliance(marrying an offworlder to himself or another family member, as a sort of 'hostage' or 'trust' deal).

I initially thought of them as 'Pork Rind Cutters'....you know, the UEEF Quartermaster Procurement Division's financial waste investigation office.
