Random NPC Generator

Hey all,

Is there a random NPC generator hiding away out there in one of the books? Something that would help with personality, outlook, and description. I feel like I saw something like this recently, but I can't for the life of me remember where. I suppose that there is the random personality traits that are found in the character creation section, as well as the insanity tables for a little bit of extra flavor. But that being said, is there anything a little more robust out there in any of the books? Maybe something in the Rifter?
