Powers: Range and Levels

Greetings,

When a power says something like Range: X feet + Y feet per level of experience. Does it mean that at first level you get only X feet, or do you get X + Y feet?

I give X + Y feet unless the power specifically says otherwise.

Most time that formula means +y per additional level of exp. But if it is written w/o the word 'additional', then what it reads as per the words there.
