As per the title, has anyone tried a freeform Heroes game?
How would you go about doing it?

Yes there is a GM, but all the attributes and powers are freeform.

It is essentially an attempt to create balance in the rules.

This sounds like a argument in the playing. And too much like the Diceless games I totally despise.

Each question should be give the canon answer 1st, then you can proclaim your house rules.

I really love Diceless, Amber, Lords of Gossamer, both of which fit the power levels in Rifts etc brilliantly.
But like a lot of things, YMMV.
