I have a question on multi-action attacks, power use (Heroes) others.
if something requires 2 or more attacks, does the action/attack fire off on the beginning of the attack/action, then the remaining actions are recovering? Or is it that you ready for the attack and on the last action it fires off?
Example: Death Blow says they use 2 attacks. Is it on the first attack I say I am doing a Death Blow then on the second attack it executes?, or is it the First attack I swing then the last attack is recovering from it?
Also, if an ability or power (e.g.: Multi-Tasking power, Heroes Unlimited PU1) that allows me to preform two actions at once (in the case of Multi-Tasking, "shoot a gun while hacking a computer"), allow me to perform an attack that requires All attacks plus a non-action at the same time?

The GM decides how he or she wants to deal with multi-APM attacks. Before, after, or just count off the APM from the char's APM total.
If if is a super power that takes ALL the char's APM I would let the char do non-combat actions...but all the "Combat Actions" are used up.

I respectfully disagree. If someone is charging up some sort of hyper beam attack, its not like they can just fire this massive beam, then have a 'time out' from combat.
Character uses Hyper Beam, gets coffee, checks his phone.
Or even something like Character uses Hyper Beam, "Well I can't fight for thirteen seconds, time to hack this computer!"

Then you, as the GM of your own game get to decree that is how it works in your game.

if we go by the Seleniak sometimes non-combat actions can be dodges
