How would people react to an Atlantean walking through Atlantis?
Doesn't an Atlantean look like a human? So, they would react as if a human were shoping and sight seeing. The assumption being they are the servant of a powerful supernatural being; like a Shifter.
Or would everyone look at them and see an Atlantean and attack them on sight?
I mean Atlantis is a super marvel of trade and sight-seeing. The issues are slavery, prejudice against humans and weaklings while a favorable bias towards dragons and such. The wealth goes to the Splugorth, and they practice slavery.
Their power and existents prevents the Conquest of Rifts Earth from powers like Naruni. They will stop the Xiticix, and Minion War, from taking or destroying the planet. Even though they may wait to the last week to save themselves the expense and to justify the deployment of troops to the galactic political powers. War would follow if they did not withdrawl back to Atlantis. They motivation, Rifts Earth can't be allowed to be taken over and controlled by any power that is not the Splugorth. The Xiticix would not only control the world they would eventually go through rifts to other worlds that they would over run. Some of them might be worlds the Splugorth own, want or have their customers. Not on their watch. The demons and devyils, same.
They also help fight against vampires.
Except for some taking people as slaves, they basically stay within the bounds of multi-dimensional laws and agreements made with the other powers who have an interest in Rifts Earth. Kind of balance of power where no one gets to have Rifts Earth but you get to visit, shop, and travel from the planet's portals.
So why not True Atlanteans too.

Visually, Atlanteans would at first glance be seen as human and treated as such. Random violence, verbal abuse, barred entry to most establishments. Servants would require proof of ownership, like a brand, tattoo, or talisman either issued by the authorities in slave markets or from other recognized beings, i.e. their owner. "You SAY you are the emissary of Gwawrg the Miserable, but how do I KNOW you are the emissary of Gwawrg the Miserable?" Ownership papers with magical marks are likely the preferred option as they could be scanned magically or psionically thru object read to confirm their authenticity.
Security patrols would probably scan auras to see what they are dealing with (don't want to mistake a dragon for a pesky human). Their aura scan would give away any magical properties and only then would the Atlantean be treated as a magic user, the measure of respect depending on their PPE reserves. That said, they'd still be discriminated against as humans to some degree.

Bad people do good things for bad reasons. Atlantis is a cesspool of monstrous beings that will eat and abuse anything that looks remotely human. A den of inequity where might is right. The mightiest is the big guy in the pyramid and its millions of minions. Slavery is the least of the sins committed. I'm sure they commit every crime in the book other than occupation of land outside their domain. And even that is breached as they slowly establish colonies on the East Coast (WB20 pg 47) and in Africa (WB4 pg 112).

To avoid being roughly treated as humans, wear armor (preferably some sort of monstrous style) with a helmet. Or use some other disguise to hide their human features. Sunaj do this. Use a sticky patch or bandage to HIDE the MARKS of HERITAGE!!! They are an instant ticket to an interrogation room.
Speak in a language other than Ancient Greek, preferably a common language of Splugorth kingdoms (Kydian, Kittani, etc.). Alternatives could be Demongogian, Gobblely, or Dragonese/Elvish... though the last one doesn't provide much cover as it is such a common language.
So, once the jig is up and they've been found out, security forces are likely to arrest, detain and interrogate the Atlantean on suspicion of at the very least being a trouble maker. Undead Slayers are forbidden (WB21 pg 45), so are summarily executed. If it is the Sunaj that get their hands on the Atlantean, the end will be swift (DB15 pg 79).
Bottom line - Atlanteans can visit if discrete, but should do so in disguise and get out once their business has been concluded.

I thought there was something about this in the books. Basically if a human was walking around without escort, they were assumed to be very powerful/important.
But as Grazzik mentions, hide the Marks of Heritage! I imagine the Marks of Heritage for the TA clans are possibly well known among the Minions of Splugorth.

WB02 pg 63 - Sunaj are treated as garbage and mistreated, but don't react.
WB02 pg 64 - all Sunaj completely cover themselves so no-one would see the Marks. Anyone shown to have Marks are deemed imposters. Presumably they are then treated the same as any other Atlantean.

Atlanteans and Humans, should have an escort or be in disguise. If they're out walking around freely, odds are they'd be attacked and either killed or enslaved unless there's something about them that says, "Do not touch!" In that case they're either very powerful or have very powerful connections. After all you don't want to annoy a rival by hitting their business partner/customer or trying to take one of their slaves.
Fact: Humans are not welcome. Human visitors are frequently captured, enslaved or killed unless they are accompanied by (preferably owned by) a respected creature like a dragon or supernatural being.

As long as they keep their Marks of Heritage covered they would be treated like any other Tattooed Man. There are plenty of Tattooed Man slaves in Atlantis.
