Necromancy spells per level
Looked at Necromancer found it odd that they get no spells per level? I know more of NPC class still seems weird any know if they be errated.

Probably because they start off with some pretty powerful additional abilities...not to mention the fact that a 1st-level Necromancer can technically start off with access to some fifteenth-level "common" spells that are associated with necromancy...spells that a regular mage won't have access to until they reach 15th level.
EDIT: forgot to go to the next page in PFRPG Book 2 (only had the spells through 8th level listed there), but confirmed it in Rifts WB4 that they can access a 15th-level spell (Transformation per WB4 & PFRPG, Rifts BoM adds in Ley Line Resurrection).

Probably because Kevin thought that OCC should be for villains only and as such a GM can just let them have whatever spells they thought the NPC needed.
