i don't think palladium HAS any real space for 0-level mages, honestly. level 1 is already pretty low. if you mean low-cost utility spells that's another thing but i'm confused by the wording here....

I think he is talking about cantrips, but spell level doesn't really matter in palladium except for cost to buy, you have either learnt the spell or you haven't.
