Does the Techno Wizard need to know the spell related to the TW device they are trying to create or can they have a caster cast it for them? Use a Scroll? Etc.
For Example, the techno wizard want to make a watering can that will cast the Nourish Plant spell - Shamanistic Magic: Plant Spells
Also, want to make a couple of TW items from Living Fire Magic.
Two rubbing sticks that will start/ignite a fire (new Fire) like the spell.
An incense burning bowl that does the spell: "Insect Chaser"
A bread pan or an oven that can make "Bake Magic Kulich" from the Russion Nature magic mystic
A pair of six-sided dice made from human bone with the spell, "Recognize the Master" from the Necromancer spell list. The dice are magically rigged to come up seven for it's master.
A gas can that can turn water into gasoline (some kind of water to wine spell or something)
A furnance that heats the room/area (Fire Warlock's "Create Heat").
Blanket with "Warmth of the Sun" spell from Clound magic.

If you don't already have it, you want Rifts Ultimate Edition. The TW Item Construction rules (pp. 129-135) go into more detail. Basically, if the Techno-Wizard doesn't know the spell, he does need another mage to help him, but it will increase the PPE construction cost (& thereby increasing the activation & recharge costs), & will mean a penalty to the construction roll.

Yes, another TW with the required spell can help the TW who doesn't know that spell.
The text on page 132 where it talks about assistants groups them into: TW assistants and non-TW assistants (non-magic user).
bottom of page 133 under the heading of Unknown Spells is where the text says that other 'spell casters' can help add spells unknown to the TW to the TW magic item.

Yeah, darthauthor, a non-TW can work with a TW in the creation of an item. This includes the sorts of magic which a TW would not themselves be able to normally learn, such as Elemental Warlock spells. The price of item creation is increased a bit, as described in RUE. The mineral/gemstone requirements for incorporating several types of magic with a TW device are listed in RUE. A list of those which aren't, along with a few recommendations, can be found here.

World wise, this goes into more detail in Arzno, which is a TW construction hub city. Not only is it full of TW's, its full of mages of all types to be able to pool spells as well as operators to assist in actually constructing stuff. Honestly, its something that I really like about TW's as opposed to other 'enchanter' types in other games. The fact that TW's can pool resources from multiple people and as a group make some really crazy stuff.
