No.
Some spells are very hard to dodge (like Call Lighting, that is an inherent part of the spell). While others are just a regular strike roll or a dodge vs a set target number. So giving each them an equitable Level Up bonus is not possible.
Note: when talking about a spell that has a strike value there is no parry listed in the text about avoiding spells. There is only dodge
I'm sure someone will bring up the only exception to the above if I am incorrect.
