My issue is that the S.C.R.E.T. forces, as well as Projects Tyche and Secure, are a direct result of Reagan-era economics. Everything from their equipment to their ability to break laws 'in the course of duty' smacks of that era's unlimited defense spending. So what about later political and economic climates? In the last 20 years, policing powers of almost every agency and military branch have been limited by congressional oversight committees, from the FBI to the CIA. It took the Patriot Act to give the NSA that kind of power, and even now that power has been reduced.
So my question here is how would Palladium recommend dealing with this? If these units are to remain effective, how do we compensate based on these new socio-economic factors?
I ask because a lot of systems basically ignore these factors. but if you look at a lot of other Hero settings, they all deal with this in some way.

I'd shrink secret to a special branch of some Federal LEO.
In Canada, that would be a branch of the Mounties{AFAIK}, but in the USA it might be the Marshals or FBI(if the DHS existed they might be under that OR under the DoJ).
You might have the government offer some states money if they have a Municipal Defender License, which allows an individual with "unusual or non-mass producible talent" to enter into into a contract with a city becoming one of it's Municipal Defenders.
This politically allows some cover for SCRET's shrinking budget. Clever use of "reformed" criminals powers or intellect might also help it out.
In any case, SCRET no longer stand for Superbeing Control Retrieval and Elimination Teams, but Special Control Retrieval Encounter Teams. Elimination sounds too much like government sanctioned murder, and not every villian they take down is considered a superbeing.
Also, unlike the comics where mutant are forever unpopular, open bigotry can become un PC. SO while most SCRET teams are human or human looking(hardware etc..). They might have some token "Supers/capes/mutants/etc" in your timeline. Or regularly be shown working with them. Depending on the mood.
Someone with Power Touch can help keep repair bills for mecha and vehicle and suits way down, not to mention medical costs. WHIle some one with mechano link at base can keep hackers out.
