Do we have a template for small kingdoms/city-states in Rifts North America?

I'm not talking about a random generation table. Just a template for laying out the essential info once you decide on it.
If theres a template somewhere in one of the world books or sourcebooks or rule books lemme know, and I will go track it down and use that as my document template.

Also if there is a random generation table for kingdoms in Rifts I would love to know its location cuz that might be useful in addition to the informational template. Again, just point and I'll go digging.

Well not a creation table, just a template for already known information.
Like we have a template for characters thats used in just about all the books.

Alienses:
Alignment:
Atrributes:
Hit Points:
SDC:
Weight:
P.P.E:
Disposition:

And so forth. The information is already filled out. Or you can just print a blank template and fill in the info as you have it. And we have templates for vehicles. And after you make your merc company or or traveling sideshow or whatever using tables, you can type it or print the info in the template for a merc company. And in the 3 Galaxies books theres templates for other things. I was just wondering if we had an established form or layout for kingdoms, states, nations, civilizations, or whatever. Not for the major civilizations written up in the rulebooks or worldbooks, but basic info for the smaller civilizations that pop up in some books and have maybe one or two descriptive pages.
For some reason I cannot find exactly what I'm thinking of in any book. Which is weird. I think my brain aint tracking.
