So, here is my query, what if NEMA survived into the modern age of Rifts Earth?
For example, the group in the Midwest near Chicago, what if they were able to link up with Archie before he went crazy and were able to establish, along with those from NEMA at the Aberdeen complex, a place of refuge instead of being wiped out that went from the Midwest all the way to Maryland?

What if NEMA survived into modern Rifts Earth?

That's kind of what actually happened, from what I understand, according to canon. A full-up field army of NEMA has survived into the current setting, though they're all in hibernation under ARCHIE 3's watch. They went in before ARCHIE 3 went nuts. I'd love to see them woken up as some kind of a plot point in the Minion War. I guess we'll see what happens there.
There are other surviving parts of NEMA out there, too:
The New Navy is effectively an isolated pocket of NEMA that has continued unbroken since the Coming of the Rifts.
The Republicans are a direct continuation of NEMA.They have created some places of refuge, though there aren't a lot of details on those.
The Glitter Boy association known as the Minutemen is effectively a scattered continuation of NEMA. See Rifter 85's Glitter Boy articles for details on that.
One might argue that the Coalition is kinda sorta a deeply twisted surviving part of NEMA, though they're more of a grotesque mutated mockery than a survivor.

New Navy is the remnants of the US Navy and USMC. which was not part of NEMA. it was part of the North American Alliance because the USA was, but NEMA did not include any of the American, Canadian, or Mexican military branches, which continued to operate separately.
the Tundra Rangers however ARE a part of NEMA, as the Royal Canadian Mounted Police was apparently rolled into NEMA when the NAA was founded. though presumably they were distinct enough a group under NEMA to have retained a fair amount of self-identity.

I don't have rRfter 85 yet so I can't do any research on the minutemen. However, I am familiar with all of the other groups.
I guess what i'm really wondering is, when the idea for Chaos Earth first came out, it almost sounded like they were going to have the governments of the world, or at least the militaries of the world still exist in the modern times of Rifts Earth.
So kind of like an alternate earth, where things did not completely descend into chaos, but now the governments/militaries had to deal with rifts and demons and magic and psionics. I mean, it would still have been, you know, millions and millions and millions who perished, of course, but it would be those survivors who would continue on. Which governments would be left? Which ones would have been wiped out? How would they react to dimensional beings? Etc...

NEMA did survive but they got separated & stomped on hard by the apocalypse.
The Republicans are the biggest remnant. They are behind the ascension of the CS & Proseks father. Everytime theCS gets some new wonder tech, or succeeds when it should have failed its probably because the Republicans were in the shadows. Now, while the Republicans like to play kingmaker, Prosek has flown off course & they are planning on stepping in soon. They also control a bunch of former NEMA personnel & equipment thar was put on ice. The Minion War hints that these Nema-sicles may be up & operational now. After that, the Canadians are the next big group.
If you wanted to have Nema in RIFTS earth, just scratch out the CS & write Nema, & fold the New Navy & the Rangers into them.
